As part of the Safer Internet Day 2020, the (KJT) Kanner-Jugendtelefon organized and moderated a specialist conference on the topic of “Perpetrator prophylaxis is victim protection”, which was aimed at interested professionals from Luxembourg.



In the first part of the conference, counselling services presented their work.

Jan Kossack from the Erzéiongs- a Familljeberodung informed about working with sexually transgressive youngsters.

Laurence Bouquet von Riicht eraus presented the work and counseling of (sexually) violent people in families and partnerships.

Both services focused on supporting the perpetrators' ability to make decisions, showing them respect, and working with them on their intrusive behavior. The consultant's empathy plays an important role in this.

The BEE SECURE Stopline was presented by Sally Stephany. She provided information on how to report child sexual abuse material (CSAM) to the BEE SECURE Stopline and presented the 2019 statistics.

Simone Flammang, General Prosecutor, concludes the first part with a clear and precise overview and explanation of the legal situation in Luxembourg in the field of sexual abuse.

In the second part of the conference, the keynote speaker Dr. Ulrich Kobbé, psychotherapist, supervisor and psychologist with many years of experience, presents some models of the dynamics of perpetrators and explains differentiated key terms such as pedophiles, pedosexuals, pedocriminals.

Barbara Gorges-Wagner, head of the (KJT) Kanner-Jugendtelefon, resumed that there are concepts and strategies for working with victims and that it is desirable to develop overarching concepts and strategies for working with perpetrators. Statistical figures in this area are not available for Luxembourg, they could help.


The over 60 professionals present from various fields of activity in Luxembourg were there with great interest and stimulating questions that gave exciting impulses.
